Job Context:
The project is to improve the availability and access of quality SRHR services, particularly family planning, MR, and Post-abortion care (PAC) services for poor and ultra-poor women and adolescents living in urban areas of greater Dhaka. The project will also work to reduce SGBV by creating awareness among city dwellers. The project will also work for emergency preparedness and responses to ensure uninterrupted SRHR services during any public health emergency, including the COVID-19 pandemic. The five-year project will be implemented from now till March 2026 in collaboration with city corporations’ health authorities and their health programs, DGFP and DGHS, BGMEA, and other stakeholders and partners.

Job Details:

Position: Program Manager (1)
• Program Manager as the Team Leader is responsible for the overall management of the Project of SERAC. S/he will guide SBC program design, adaptation, implementation, and monitoring in line with the project’s strategic plan to ensure that behavior change is conceptualized and implemented. Play a key role in implementing the SBC strategy, informed by the formative assessment conducted among the slum population, to address the needs of women, adolescents, and key stakeholders, including men. Will lead in developing strategy and tools to facilitate youth engagement and develop SRHR champions among adolescents and youth living in slum areas.

Job Responsibilities:
• Ensure the implementation of SBC activities of the project as per work plan and budget allocation
• At the direction of the Community Access unit of the project, developing, pre-testing, and producing communication tools and job aids based on evidence-based theories and methodologies, in line with the SBC strategy
• Play key role in message development on MR, PAC, FP, and SGBV that is appropriate to the target audience of the project
• Technical support to utilize social media, such as Facebook, to develop a network of SRHR adolescent and youth champions for community mobilization
• Provide support for creating and empowering Community Action Group (CAG) for SRHR, consisting of champions and their peers, to identify MR, PAC, and contraceptive service needs
• Analyze program data, Monitors project performance against the project requirements.
• Supports project financial performance targets, leads project financial forecasting and reviews, and analyzes and troubleshoots economic issues.
• Participate in all partners and other stakeholder meetings as and when necessary.
• Prepare monthly, half-yearly and annual work plan; Timely submission of monthly, quarterly, half-yearly and yearly program reports along with financial statements, case study and other necessary documents
• Responsible for program monitoring through community visits and take prompt, necessary actions to solve problems and overcome challenges
• Perform other project-related responsibilities assigned by the management.

Educational Requirements:
• Master’s in Population Science/International Development, Social Science, Health communications, Behavioral science or relevant subject.
• Experiences in the SRH program, especially family planning MR and PAC services.
• Experience in working with community mobilization for the SRH program.
• Understanding and experiences about public health systems of Bangladesh especially in-depth understanding about urban health service delivery mechanisms, is essential.
• Competency in budget management
• Computer skill: proficiency in MS Office and data management
• Good professional writing skills in English and Bangla

Experience Requirements:
• A minimum of 5 years of experience in designing, implementing, and evaluating SBC interventions, including a focus on youth
• Working Experience with community health workers to promote MR, PAC, FP, and awareness on SGBV
• The applicants should have an understanding regarding the following area(s):
UPSCSDP, BGMEA, DGFP, DGHS, Health Structure of City Corporation
Additional Requirements
• Substantial program management experience in reproductive health, especially on Menstrual Regulation, Post-abortion Care, including Family Planning.
• Familiarity with adequate financial and budgetary control and experience of managing grants.
• Previous experience of managing and developing a team and leading, motivating, and developing others.
• Excellent interpersonal communication and presentation skills.
• Ability to travel in the field up to 50%

Position: Social and Behavior Change Communication (SBCC) Officer, (3 ).
• SBCC Officer for ISRHR in Dhaka project of SERAC is responsible for working with youths in slums, General Practitioner (GP) to develop a comprehensive demand generation of MR, PAC, FP, and awareness on Sexual and Gender-Based Violence (SGBV). S/he will conduct capacity-building activities for community youth leaders to increase their understanding of MR, PAC, FP, and SGBV to implement demand creation programming among key populations. Organize networking meetings with GP and youth leaders to ensure community support access MR and contraceptive services from GP’s service delivery points.

Job Responsibilities:
• Ensure the implementation of SBC activities of the project as per the work plan.
• Assist in conducting formative research on end-users for the development of the targeted SBC programming
• Under the guidance of partner provides support for pre-testing, and producing communication tools and job aids based on evidence-based theories and methodologies, in line with the SBC strategy
• Develop and implement a plan to observe relevant special days, including World Population Day, in selected garment factories and slums.
• Provides support to utilize social media, such as Facebook, to develop a network of SRHR adolescent and youth champions for community mobilization
• Provides support for creating and empowering Community Action Group (CAG) for SRHR, consisting of champions and their peers, to identify MR, PAC, and contraceptive service needs.
• Organize promotional events in front of the PPs Chamber to promote General Practitioner’s chamber as a point for MRM and FP services.
• Conduct orientation sessions on photovoice and case study for the CAG members to capture CAG member’s experience with the promotion of MR, PAC, FP, and SGBV.
• Organize media events on PhotoVoice in the community.
• Organize meetings & communication activities such as workshops, focus groups seminars, and review meetings with youths and local community groups and GP’s
• Participate in all partners and other stakeholder meetings as and when necessary.
• Responsible for program monitoring through community visits and take prompt, necessary actions to solve the problem and overcome challenges
• Perform other project-related responsibilities assigned by the management.

Position: Finance and Admin Coordinator (1 ).
• Finance and admin Coordinator of SERAC Bangladesh is responsible for assisting in budgeting & expenditure monitoring and periodical donor reporting. Additional responsibilities will include preparation of monthly and financial reports. Also responsible for general accounting, processing of financial documents, entering data into financial software, and assisting in preparation of timely and accurate financial statements and reports.
• Reporting to: Executive Director

Primary Responsibilities:

• Assist the project team on the review and finalization of expenditures against the budget.
• Work closely with the Program Manager of the project to provide financial management support to the project, including forecasting, monitoring project and budget against programmatic scopes of work
• Responsible for the daily recording and posting of all transactions in the books of accounts/accounting software package;
• S/he will ensure that all accounting source documents are accurately preserved and all financial activities are kept truly and fairly.
• Prepares monthly report on all proceeds, contributions, miscellaneous loans, outstanding debts, advances, income tax deductions, and others required by the management.
• Prepares monthly payroll sheet.
• Check transactions’ appropriateness, procedural accuracy and arithmetic accuracy of supporting documents prior to posting in the books of account.
• Reconcile with daily cashier cash in hand balance at the end of day’s work.
• Assist Program Manager in preparing budget variance analysis.
• Will prepare bank reconciliation statement at the end of each month.
• Performs any other duty/responsibilities assigned by the authorities.
• Prepare accurate and timely financial reports for donors and internal management purposes, Prepare schedules and other financial reports/statements for annual audit, and make ready in time for review.
• Ensure compliance of donor and government policies/procedures.

Educational Requirements:
• At least Bachelor’s degree in finance or Accounting or its equivalent.
• Accounting qualifications- CPA (K) or ACCA is preferable
• 5 Years work experience with an NGO in Grants Finance Unit
• Proficient in grants project budgeting for different donors.
• Good knowledge about relevant government financial rules and regulations
• Must have the ability to work in a fast-paced environment with strict deadlines and be able to manage multiple priorities.
• Good management, communication and reporting skills are required, and IT skills is must.

Office Assistant, (1 Position).
• Office Assistant for project of SERAC Bangladesh will assist in providing administrative, procurement and logistic support to the team members. S/he will dispatch letters and other documents to partners/stakeholders as well as support in archiving documents. S/he will ensure logistics for organizing meeting/workshop/training. S/he also will make travel arrangements of the project staffs including vehicle support and organize bills/invoices for payment.
• This position will be based at SERAC-Bangladesh office at Dhaka. Office Assistant Officer will be supervised by the Program Manager for ISRHR project of SERAC Bangladesh.

Job Responsibilities:
• Provide assistance to project team in arranging conferences, workshops, meetings and training sessions that includes venue arrangement, participants invitation, and producing materials.
• Documenting participants presence and expenditures of different project events, including conferences and events.
• Provide assistance in attending guests and keeping attendance sheet of the training/meeting/workshop.
• Arrange receiving and sending project logistics; maintain incoming/outgoing challans files, distribution lists, and stock records.
• Receive Bills/Invoices, organize with necessary supporting, ensure Work Order numbers and submit to Finance Dept. for payment.
• Maintenance of project/office equipment, logistics and commodity
• Maintain project/office store; and assist in maintaining inventory for project/office equipment.
• Pick up and deliver messages, documents, packages, and other items between couriers, partner, and government offices or to other business concerns like banks, vendors etc.

• Passed Higher Secondary School Certificate exam. or equivalent
